International Hazard Datasheets on Occupations SWITZERLAND
www.ilo.org/safework/info/databases/WCMS_113135/lang--en/index.htm
International Labour Organisation: International Hazard Datasheets on Occupations is a multipurpose information resource containing information on the hazards, risks and notions of prevention related to a specific occupation. These datasheets are intended for those professionally concerned with health and safety at work including: occupational physicians and nurses, safety engineers, hygienists, education and information specialists, inspectors, employers' representatives, workers' representatives, safety officers and other competent persons. They are available online. The Datasheets list in a standard format different hazards to which a worker, in the normal course of normal work, may be exposed to. It provides several measures for the prevention of occupational accidents and diseases. These datasheets are a source of information rather than advice. Each Datasheet is, to a certain degree, similar to a Chemical Safety Data Sheet (also known as a Material Safety Data Sheet). The Chemical Safety Data Sheet is a standardized document that serves to alert both the worker and the occupational safety and health professional about the relevant hazards at the workplace as well as means of prevention on a specific chemical substance. However, unlike the Chemical Safety Data Sheets, the International Hazard Datasheets on Occupations is designed to cover the range of hazards to which the worker may be exposed to while performing the tasks typically associated with the occupation being addressed. The currently available Datasheets have been developed in a project undertaken by the ILO and the Israel Institute for Occupational Safety and Hygiene (IIOSH), in cooperation with the European Union and ILO/CIS Centres throughout the world.

The Database of Legislative Texts on Occupational Safety and Health (LEGOSH) that is presented here consists of references to more than 3500 (as of 2001) laws, regulations and international legal instruments dealing with OSH matters in approximately 140 countries and international organizations. References to the ILO's OSH-related Conventions are of course also included.
These legal texts are classified according to two main criteria:
- Jurisdiction (country, lower-level jurisdiction [state, province, etc.] or international organization)
- Subject categories
The database is presented in static HTML files. The Index lists countries, provinces and international organizations, with hyperlinks to further (country, province, organization) index files. In these second level indexes, individual titles are organized by subject category and linked to their description. In addition, within the scope of a country with lower-level jurisdictions, the subject category lists of these jurisdictions and federal legislation are interlinked.
Within each subject category, further sorting is chronological, with the most recent legal texts listed first. Titles in bold face are the major texts (laws, decrees etc.), while those printed with normal lettering are subsidiary pieces of legislation. Useful starting point for those seeking legislation in other countries.

Outbreaks linked to poor management of wet cooling systems still occur; often leading to prosecutions by HSE. The following conditions can be found: build-up of slime, algae, scale, and corrosion; poorly covered ponds exposed to light and fouling; broken and damaged equipment. The legionella bacterium can thrive on the warmth and nutrients provided by poor conditions in wet cooling towers and evaporative condensers. At chemical sites, such equipment is often used intensively and round the clock. The bacterium can survive in windborne water droplets which can be carried up to 2 km away from its source. Outbreaks linked to poor management of wet cooling systems still occur.

In August 2002, seven members of the public died and 180 people suffered ill health as a result of an outbreak of legionella at a council-owned arts and leisure facility in the town centre of Barrow-in-Furness, Cumbria, UK. Following the court case, two public meetings were held to allow members of the public, and those affected, to learn more about the circumstances and the causes of the outbreak. The Barrow Legionnaires' Outbreak Public Meetings were held on 4 and 11 December 2006 at Abbey House Hotel, Barrow. The purpose of the report is to record the content of those meetings and to allow others to learn what caused the outbreak and what changes have been made since. It has also been produced to allow dutyholders with similar responsibilities for controlling legionella to benefit from the findings of the investigation and be able to apply the recommendations identified as a result of the tragedy. The report explains both the technical steps, and the essentials of good health and safety management that can make sure a similar tragedy never happens again.

Manganese and Welding: Potential Neurologic Effects USA
www.cdc.gov/niosh/topics/welding
US National Institute for Occupational Safety and Health NIOSH welding and manganese topic page gives advice and guidance to those worker with welding fumes that are composed of metals and most fumes contain a small percentage of manganese. There is a concern by workers, employers, and health professionals about potential neurological effects associated with exposure to manganese in welding fumes. NIOSH has been conducting research and reviewing the published scientific literature to assess this problem. Manganese is an essential nutrient. A healthy person with normal liver and kidney function can excrete excess dietary manganese. Inhaled manganese is of greater concern because it bypasses the body's normal defense mechanisms. This can lead to manganese accumulation and adverse health effects including damage to the lungs, liver, kidney and central nervous system. Male workers exposed to manganese also have a higher risk of fertility problems. Prolonged exposure to high manganese concentrations (>1 mg/m³) in air may lead to a Parkinsonian syndrome known as
"manganism". Chronic exposure to the manganese-containing pesticide,
maneb, is also reported to cause Parkinson-like symptoms. Parkinson-like symptoms may include tremors, slowness of movement, muscle rigidity, and poor balance. Recent studies indicate neurological and neurobehavioral deficits may occur when workers are exposed to low levels of manganese (<0.2 mg/m³) in welding fumes. These effects include changes in mood and short-term memory, altered reaction time, and reduced hand-eye coordination.

Maritime Safety: Europe PORTUGAL
www.emsa.europa.eu
European Maritime Safety Agency's EMSA main objective is to provide technical and scientific assistance to the European Commission and Member States in the proper development and implementation of EU legislation on maritime safety, pollution by ships and security on board ships. To do this, one of EMSA's most important supporting tasks is to improve cooperation with, and between, Member States in all key areas. In addition, the Agency has operational tasks in oil pollution preparedness, detection and response. As a body of the European Union, the Agency sits at the heart of the EU maritime safety network and collaborates with many industry stakeholders and public bodies, in close cooperation with the European Commission. Maritime transport is of fundamental importance to Europe and the rest of the world. To put this in perspective, over 90% of European Union external trade goes by sea and more than 3.7 billion tonnes of freight a year are loaded and unloaded in EU ports. This means that shipping is the most important mode of transport in terms of volume. Furthermore, as a result of its geography, its history and the effects of globalisation, maritime transport will continue to be the most important transport mode in developing EU trade for the foreseeable future. In this context, European citizens have the right to expect their maritime passenger and goods transport to be safe, secure and clean. So, in support of these goals, and particularly in the wake of the Erika and Prestige oil tanker accidents, the set up of EMSA (under Regulation (EC) No 1406/2002 of 27 June 2002) is one of the key EU level initiatives aimed at improving the situation.

N
Nanomaterial: Definition BELGIUM
http://ec.europa.eu/environment/chemicals/nanotech
European Commission on 18 October 2011 adopted "Recommendation on the definition
of a nanomaterial". According to this Recommendation a "Nanomaterial" means: A
natural, incidental or manufactured material containing particles, in an unbound
state or as an aggregate or as an agglomerate and where, for 50 % or more of the
particles in the number size distribution, one or more external dimensions is in
the size range 1 nm - 100 nm. In specific cases and where warranted by concerns
for the environment, health, safety or competitiveness the number size
distribution threshold of 50 % may be replaced by a threshold between 1 and 50
%.By derogation from the above, fullerenes, graphene flakes and single wall
carbon nanotubes with one or more external dimensions below 1 nm should be
considered as nanomaterials. The definition will be used primarily to
identify materials for which special provisions might apply e.g. risk assessment
or ingredient labelling. It is noted that those special provisions are not part
of the definition but of specific legislation in which the definition will be
used. There exist several pieces of EU legislation and technical guidance
supporting implementation of legislation, with specific references to
nanomaterials. In order to ensure conformity across legislative areas, where the
same materials are often used in different contexts, the Recommendation also
provides a coherent cross-cutting reference. This should help to ensure that a
material which is a nanomaterial in one sector will also be treated as such when
it is used in another sector. Nanomaterials are not considered to be
intrinsically hazardous per se but there may be a need to take into account
specific considerations in their risk assessment. A third purpose of the
definition is therefore to provide clear and unambiguous criteria to identify
materials for which such considerations apply. It is only the results of the risk
assessment that will determine whether the nanomaterial is hazardous and whether
or not further action is justified.

The European Commission has adopted an European Union (EU) strategy to help Europe become world leader in the rapidly developing field of nanotechnology, the science of the infinitely small. The Communication, Towards a European strategy for nanotechnology (ftp://ftp.cordis.lu/pub/nanotechnology/docs/nano_com_en.pdf) provides a series of recommendations and initiatives on how to strengthen European research and development (R&D) in the field and help turn nanotechnologies into commercially viable products for the benefit of society. Key actions include boosting R&D investment and infrastructure, improving training for research personnel, enhancing technology transfer in Europe and its financing, taking into account the impact of nanotechnology on society and increasing international co-operation towards a responsible approach to nanotechnology R&D globally. Scientific investigation and assessment of possible health or environmental risks associated with nanotechnology need to accompany the R&D and technological progress. Some dedicated studies are underway to assess the potential risks, which are also examined within FP6 IPs and NEs projects in the field of nanotechnology. In particular, nanoparticles might behave in unexpected ways due to their small size. They may present special challenges, for example, in terms of production, disposal, handling, storage and transport.
Nanotechnology SWEDEN

Swedish Chemicals Inspectorate - KEMI has produced a report Nanotechnology - large risks with tiny particles? released on 31 October 2007 that warns firms developing nanotechnologies that they must take a precautionary approach to the sector to prevent environment and health risks. 'Companies should apply special precautions in the development and use of
nanomaterials,' Kemi said, because of the 'rapid development in this area and the great lack of knowledge about risks.' Though the sector is covered by legislation, Kemi said in many cases nanomaterials used in finished products will fall through the chemical safety assessment net being introduced in the EU's new Reach chemical policy. Governments will need to 'complement the EU regulatory framework for
nanomaterials,' including on the way companies must test for health and environmental effects, it said. Kemi proposes to hold a conference during Sweden's EU presidency in 2009 on how nanotechnology should be dealt with by legislation. Ethel Forsberg, director-general of
Kemi, said: 'The combination of the rapid development in the area of nanotechnology and the lack of knowledge concerning the risks to humans and the environment is worrying. A strategy for nanotechnology, which includes research on health and environmental risks, needs to be devised without delay.' The report is in Swedish but has an English summary. Nanoparticles are the end products of a wide variety of physical, chemical and biological processes, some of which are new and radically different, others of which are quite commonplace. Nanoparticles: an occupational hygiene review RR274 from the UK Health and Safety Laboratories reviews processes for the deliberate development and manufacture of nanoparticles products and has considered sources and routes of exposure, levels of exposure, numbers exposed, knowledge gaps and future trends. It also states that current knowledge is insufficient for risk assessment purposes. There is little evidence to suggest that worker exposure arising from the production of nanoparticles has been adequately assessed.

In June 2003 the UK Government commissioned the Royal Society, the UK national academy of science, and the Royal Academy of Engineering, the UK national academy of engineering, to carry out an independent study of likely developments and whether nanotechnology raises or is likely to raise new ethical, health and safety or social issues which are not covered by current regulation.
'Nanoscience and nanotechnologies: opportunities and uncertainties' - was published on 29 July 2004. The report illustrates the fact that nanotechnologies offer many benefits both now and in the future but that public debate is needed about their development. It also highlights the immediate need for research to address uncertainties about the health and environmental effects of nanoparticles - one small area of nanotechnologies. It also makes recommendations about regulation to control exposure to nanoparticles.

Nanotechnology USA
www.cdc.gov/niosh/topics/nanotech
National Institute for Occupational Safety and Health NIOSH nanotechnology pages. The past decade has seen intense interest in developing technologies based on the unique behaviour of
nanometer-scale (nanoscale) structures, devices and systems, leading to the rapidly expanding and highly diverse field of nanotechnology. Nanotechnology is somewhat loosely defined, although in general terms it covers engineered structures, devices and systems that have a length scale of 1 - 100
nanometers. Workers within nanotechnology-related industries have the potential to be exposed to uniquely engineered materials with novel sizes, shapes and physical and chemical properties, at levels far exceeding ambient concentrations. To understand the impact of these exposures on health, and how best to devise appropriate exposure monitoring and control strategies, much research is still needed. Until a clearer picture emerges, the limited evidence available would suggest caution when potential exposures to nanoparticles may occur. The web pages give links, resources, guidance and advice.

US Occupational Safety and Health Administration web page designed to help prevent occupational hearing loss. The Noise and Hearing Conservation eTool is a joint product of OSHA's Alliance with the National Hearing Conservation Association. This new tool offers practical information to help eliminate hearing loss for millions of workers who are exposed to high noise levels on the
job. Noise is one of the most common health problems in American workplaces. The National Institute for Occupational Safety and Health (NIOSH) estimates that 30 million workers in the U.S. are exposed to hazardous noise. Exposure to high levels of noise may cause hearing loss, create physical and psychological stress, reduce productivity, interfere with communication, and contribute to accidents and injuries by making it difficult to hear warning signals. The eTool features information on what is considered occupational noise and its potential health affects. It also provides detailed guidance on how to properly evaluate noise exposure and what constitutes an effective hearing conservation program. The site also references OSHA noise exposure standards and employer responsibilities. OSHA requires employers to determine if workers are exposed to excessive noise in the workplace. If so, the employers must implement feasible engineering or administrative controls to eliminate or reduce hazardous levels of noise. Where controls are not sufficient, employers must implement an effective hearing conservation program.
