07/118 APOLOGIES

07/119 APPROVAL OF THE MINUTES
27th November 2007
1. 07/112(3)
No mention had been made of applying to the Yorkshire Rural Community
Council for funding in Todwick at the meeting. A full stop was placed
after Sutton -cum-Lound and the remainder of the sentence deleted.
Following the above amendment the minutes were signed as a correct record.

£1000 was required to be added to the budget for 2008/9.

07/120 MATTERS ARISING
27th November 2007
1. 07/97
Leah had e-mailed PC Jones who had undertaken to undertake a
further inspection and action as necessary.
Leah had subsequently observed that the vehicle was still parked
incorrectly and would contact PC Jones again.
2. 07/81
Pantry had further considered the Emergency Response Plan which
required some revision. He would liaise with Councillors Leah and
Mathieson when time permitted and advise Council when their deliberations
were completed.
3. 07/98(4)
Pantry remained very concerned that none of the works required to
the shop forecourts had been carried out. The tree fronting the take-away
and leaning at an acute angle towards the footway remained in place.
Clerk would urge RMBC to take action since although the area was
privately owned that council had the power to undertake works when public
safety was compromised.
3. 07/110
Pantry had hosted the meeting as arranged on behalf of the Rother
valley South Area Assembly. A safety officer from RMBC had attended and
gave an outline of the basic requirements for a Risk Assessment. This was
of interest to a Council who were just beginning the process.
4. 07/101
Palmer had spoken with Mr. Hesketh. Apparently the car had been
driven by the husband of a stall holder. Mr. Hesketh was to have a word
with the individual concerned to prevent any re-occurrence.
5. 07/112(1)
Palmer had contacted the photographer informed him of the Council's
decision and advised that he contact those responsible for producing
"Todwick News" and the "Worksop and Dinnington
Trader".

1. 07/115
Leah/Palmer were to prepare an application for Lottery funding for
monies to assist with the improvement necessary to allow public access at
the privately owned plantation off Kiveton Lane and to proceed subject to
satisfactory agreement with the Landowner.

07/124 CORRESPONDENCE
Copies of all correspondence received had been delivered to members in
advance of the meeting together with the Agenda and Minutes of the
November 2007 Meeting.
1. RMBC - Rother Valley South Area Assembly Meeting
Pantry had attended the meeting which had not been well chaired.
A presentation had been made on the Primary Care Trust which had been of
interest.
2. YLCA - Representation on RMBC Sustainable Communities Scrutiny Panel

5. CE Electric UK - YEDL Substations at Goosecarr Lane and The Meadows

Pantry hoped to attend.
7. RMBC - Pedestrian Crossing at A57 Worksop Road
8. Aston-cum-Aughton - Parish Review
Clerk would inform Aston that the Council had brought apparent
anomalies at the western boundary of Todwick Parish to the attention of
RMBC but that it had not made any specific proposals. He would confirm
that members would be pleased to discuss this in detail with members of
Aston Parish Council.
9. Todwick Village Hall Committee - Hall Rent
Clerk would confirm that the arrangement with the
"Rainbows" children's playgroup had finished and that the
Council would no longer be paying for the hire of the hall for its
meetings.
10. SLCC - Membership Renewal
Resolved that the Clerk be encouraged to remain a member of the
Society and to pay the subscription on his behalf.

15. Wales Parish Council - HGV's Accessing Tips at South Anston and
Kiveton Park
Resolved to agree with Wales Parish Council's suggestion and to
join with the other local parishes to ensure that vehicles traveling to
and from the tips only did so at permitted times, within prescribed speed
limits and with secure loads.
16. RMBC Planning Application RB2007/2005
Clerk the revised application had been approved. The canopy must
only be used for private and not business purposes.

07/125 PLANNING APPLICATIONS
1. RB2007/2253
Demolition of existing building and erection of two and three storey
building comprising 20 number apartments at 160 Kiveton Lane for Mr. F
Marshall.
Pantry the latest application was little changed from the previous
ones on this site submitted by Mr. Marshall.
Clerk had objected for the same reasons as the previous
applications.
07/126 COMMITTEES
There were no reports to make.
07/127 COUNCIL VACANCY
Clerk the notice period was about to end and assuming no formal
request had been made for an election to be held the Council would be able
to co-opt early in the New Year.
Resolved to take no further action until the notice period had
expired.
07/128 MEMBER'S ACTIVITY REPORTS
There were no further reports to make.
07/129 RECREATION GROUND CHARITY
Mathieson informed that rents for 2008/9 were to be increased by 5%.
The Cricket Club was to apply for a grant to improve the pavilion.
07/130 BUDGET 2008/9
Clerk thanked members for agreeing the budget and determining the
precept. He anticipated receiving the precept request form from RMBC early
in the New Year and would return this on receipt.
07/131 INTERNAL AUDITOR
Clerk had received the bank statements the previous day and had now
delivered copies to the Internal Auditor.
07/132 VILLAGE PLAN
Leah had been informed verbally by YRCC of the success of the grant
application for providing computers and associated hardware at the village
hall so that courses in IT could be run.
She had spoken with Gill Lawrence of the Workers' Educational Association.
There appeared to be no problem funding computer and also training in many
other subjects provided that there was a minimum of 10 attendees.
It was also planned that an internet café be established in the hall
which might hopefully appeal to the younger members of the community.
07/133 STANDING ORDERS
Pantry had continued his study of Model Standing Orders. It may be
that the preparation of wholly new orders would ultimately be more
advantageous than amending the existing. He would advise members
accordingly.
07/134 NEIGHBOURHOOD WATCH
Pantry had discussed setting up localised information exchange with
Norman Anderson.
Clerk had received a report from Community Constable Jones who had
been asked to work a day shift, for Truancy Patrols in the Dinnington area
with other members of the team.
Crimes reported between 27th November and 17th December were:
- Criminal Damage at Kiveton Lane
- Brick thrown through the window of an Audi MPV
- Lap top left on Guildway whilst the complainant was waiting for a
taxi was not there when returned
- Criminal damage to Garage window at Church View - believed air gun
pellet.
- Copper removed from lightning conductor at the Church
- Burglary with intent at a dwelling on Old Hall Close - door found
open and door frame found on floor but nothing stolen
- Theft of VW Passat MPV at Kiveton Lane
PC Jones hoped to be able to attend the January
2008 meeting but meanwhile wished all a Merry Christmas.
07/135 VILLAGE MAINTENANCE
Palmer gave a précis of the duties carried out by the contractor
since the last council meeting. Most time had been spent in clearing
rubbish and erecting the Christmas lights.
White had received a quotation for repairing swing seats and other
play equipment from the original supplier. This appeared to be excessive.
He was to contact several local businesses to obtain competitive
quotations.
07/136 NOTICE BOARD
Clerk was concerned at the length of time being taken to agree
details.
Palmer would discuss with the Chairman.
07/137 RISK ASSESSMENTS
Pantry/White were continuing to work towards completing the initial
documentation.
Leah reminded members that the assessments would require monitoring
and revising as necessary.
07/138 URGENT ITEMS
1. Parishioner Reports
Hill was of the opinion that parishioners might best refer any
reports to RMBC through the parish council.
Clerk would not wish to have to pass on reports of a minor nature
say defective street lighting.
Palmer would discuss with Councillor Kettell the inclusion of an
appropriately worded article in the next edition of "The
Informer".
2. Infestation of Rats
Pantry had received reports of the sightings of rats at various
locations in the village.
Mathieson knew of several sightings at the allotments.
Council was aware of the cost implications should RMBC be asked to
attend and agreed that individuals be encouraged to report details to RMBC
as necessary.
