06/165 APPROVAL OF THE MINUTES - 22nd March 2007
1. 06/161 - 1 hour per week not per month.
2. 06/163(6) - Councillor Kettell and not Councillor Palmer had raised
this.
The minutes were signed as a correct record with the above amendments.

06/168 CLERK'S REPORT
Clerk had undertaken all the duties placed on him at the last meeting
and had attended further meetings of the Village Hall Building Liaison
Group.
06/169 FINANCIAL OFFICER'S REPORT
Clerk
- reported receipt of the annual audit papers from BDO Stoy
Hayward LLP. He had prepared the accounts for 2006/7 and completed
Sections 1 and 2 of the Annual Return which would be considered at the
Annual Assembly.

Council had previously resolved to contribute £5,000 towards the
cost of new fencing and approved payment by cheque.
06/171 PLANNING APPLICATIONS
1. RB2007/0465
Erection of canopy to horse training area at 42 Kiveton Lane for Mrs. Esberger
Clerk had objected to the application on instruction from the Chairman
- The RMBC information provided to the Parish Council via the monthly
list was inaccurate and misleading, since it made no mention of the
application being made under agricultural planning law.
- The application was for the erection of a large structure in a Green
Belt location, which was not agricultural land.
- The plan and the explanatory notes subsequently provided include
inaccuracies.
The structure was located behind numbers 30 and 32 Kiveton Lane and
not No. 42.
The W boundary of the plot was behind numbers 30 - 40 Kiveton Lane and
in front of No. 42.
The exercise area E as currently used ran lengthways behind Nos. 32 -
36 Kiveton Lane, but the proposed structure appeared to run lengthways
E to W with the W. end very close to the rear of Nos. 32 - 36 Kiveton
Lane.
- The facility appeared to be rather large for purely private use.
2. RB2007/0560
Two storey side and rear and single storey front extensions at 93 Kiveton
Lane for Mr. and Mrs. G Harris
Resolved to offer no objection
3. RB2007/0560
Variation of condition 10 (types of waste to be processed) imposed by
RB2003/0944 to include trace elements of paper, wood and cardboard, within
such "fresh green vegetable matter", generally not exceeding 10%
by volume, of the total waste received at the site at land at Park Farm,
Crowgate, South Anston, for Park Farming Ltd.
Resolved that the Clerk reply to RMBC:-
- The Council is concerned about the way in which this facility is
presently run.
- This application will increase the number of HGV's which will have a
detrimental effect on the environment of this part of the Borough.
- Waste is already allowed to be dumped locally from sites well beyond
the boundaries of Rotherham.
- The HGV's will be allowed to travel on local roads never designed
for such traffic.
- The additional traffic will have a detrimental effect on road safety
and increase the cost of maintaining the local road network.
- There will be an increase in the unpleasant smells emanating from
these premises.
- Rotherham Borough Council should be encouraging development which
enhances the local area and not continue to encourage/support its
decline.
- Ask what control measures will be in place to ensure there is no
possibility of the 10% being exceeded.
06/172 COMMITTEES
Allotments
Clerk would write to make arrangements for Councillors B and L
Waller to return keys and to provide a breakdown of let allotments.
The meeting was suspended at 8.30 p.m.
OPEN SESSION
1. Mrs. L Wolf, Mr. B White and Mr. K Mathieson were
considering asking to be co-opted onto Council.
Clerk/Chairman gave information on various aspects of council work
including the procedure adopted when considering planning applications
submitted to RMBC.
Council would require a written application to the Clerk.

06/173 PARISH COUNCIL AWARDS 2007
Resolved to consider details at the May meeting.
06/174 VILLAGE MAINTENANCE
Palmer gave an update on works carried out by the contractor. These
had included further repairs to the cricket pavilion in addition to his
more routine works.
06/175 NEIGHBOURHOOD WATCH
Palmer reported a burglary at the home of Mr. Anderson the local
Coordinator.
06/176 NOTICE BOARD
There was nothing further to report.
06/177 URGENT ITEMS
1. Freedom of Information Act
Chairman would seek to form a sub committee to give this adequate
consideration.
2. Clerk's Model Contract of Employment/Job Description
Chairman asked that members give consideration to this when the
Clerk was not present.
3. The Informer Newsletter
Cloke had been able to quickly publish "The Informer"
immediately before leaving on holiday. It had been produced in haste and
although it gave a condensed version of council affairs he intended that
subsequent versions be better.
4. Sign at Mill Close
Cloke had met on site with the appropriate RMBC officer who had
initially agreed to the erection of only one of sign at the junction with
The Meadows. Two signs were necessary to ensure traffic approaching from
either direction were aware that the Close was not a through road. The
officer's manager had subsequently visited the site himself and agreed to
the provision of both signs.
5. Skip at Mill Hills
Cloke confirmed that the original skip reported and the one
subsequently placed had both now been removed.
6. Paint on Road signs
Palmer had reported to RMBC problems associated with the painting
over of road signs.
The Meeting Closed at 9.30 p.m.
The next monthly Council Meeting will be in Todwick Church Hall at 7.00
p.m. on Monday 21st May 2007, when the newly elected members of council
will sign their Declarations of Acceptance of Office.
