Minutes of the meeting held in Todwick Village Hall
at 7.00 p.m. on Tuesday 29th November 2005

Councillors Cloke and Kettell had been co-opted onto the council. They
had signed the Declaration of Acceptance of Office in advance of the
meeting and took their seats.
Liz Hendry representing Rotherham Community Transport was in attendance
and gave detailed information about the service. She answered member's
questions and the Chairman thanked her.
05/80 APOLOGIES
An apology had been received from Councillor Palmer.
05/81 APPROVAL OF THE MINUTES
05/66(3) was amended to read 26th November and not 6th
December.
05/82 MATTERS ARISING
1. 05/66(3)
The signboard had now been removed by Hillside Developments.
2. 05/66(7)
The overhanging branches had still not been cut back.
3. 05/79(4)
The Clerk was instructed to write to the sports clubs and obtain a copy of
all keys necessary to gain access to the pavilions. This was to include
the boundary gate at the bowling green.
4. 05/79(5)
Councillor Langford had not yet been able to inspect the boiler.

He had liaised with RMBC and completed all necessary procedures concerning
the co-option of new members.

Clerk gave some details of the detrimental tax changes to be
introduced from 6th April 2006. On numerous occasions he had
requested that the Council set aside monies specifically for the gratuity
agreed to be paid on his retirement but these requests had always been
refused. The Council had also objected to contributing to any other form
of pension. He requested that the Council now reviewed the situation and
recognise the Clerk's service by providing the most advantageous pension
arrangement possible.
Resolved that the Chairman discuss the possible options with the
Yorkshire Local Councils Association.

Single storey rear and side extension at 5 Todwick House gardens for Mrs.

Resolved to offer no objection

Formation of a new vehicular access to replace two existing accesses at 12
Kiveton Lane for Mr. D J Simpson.

Resolved that the Clerk ascertain the Borough Council's response to
the application.
05/88 COMMITTEES
Allotments
L Waller gave details of recent thefts from a garden shed and
greenhouse.
Village Hall
Chairman advised on the grant aid application to the Yorkshire
Rural Community Council. The Clerk was to attend the 6th
December meeting, which would also be attended by a representative of the
YRCC.
05/89 COUNCIL VACANCIES
The vacancies had been filled.
05/90 VILLAGE MAINTENANCE
L Waller gave details of the work carried out by the Contractor.
05/91 NOTICE BOARD
Gregory had contacted the RMBC Public Rights of Way Officer. The
intended Todwick walks leaflet could be obtained.
Gregory/Langford were further researching the purchase of a vandal
resistant sign and considering the most appropriate siting.
05/92 HEALTH AND SAFETY AT WORK
Resolved to await the outcome of discussions at the Seven Parishes
Committee before deciding on the preparation of risk assessments.
05/93 BANK ACCOUNTS
Langford had undertaken enquiries and recommended closing the accounts
held with Barclays Bank and opening a new account with the Bank of
Ireland.
Resolved to await the outcome of the Village Hall grant application
and discussions on the budget for year 2006/7.
05/94 URGENT ITEMS
1. SYPTE Transport Sub Committee Meeting
Cloke would represent the Council
2. Public Flower Beds
Chairman explained that winter planting had been completed. No more
would be required until May 2006.
3. Illegal Tipping
B Waller had reported illegal tipping on Goosecarr Lane to RMBC
4. Bridleway Sign
B Waller reported that the sign at Storth Lane needed re-erecting.
Clerk would report to RMBC.
5. Youth Shelter
Resolved that the Village Maintenance Contractor lay flagstones at
the front of the shelter.
6. A57 Improvement Scheme
Cloke gave details of the report being prepared by Norman Smith in
advance of a formal appeal to the Local Government Ombudsman.
The Meeting Closed a 10.10 p.m.
