Minutes of the meeting held in Todwick Village Hall
at 7.00 p.m. on Tuesday 28th June 2005

J R Walker - Clerk and Financial Officer
Helen Nixon from the RMBC Anti-Social Unit gave a presentation related
to the work of the unit. She answered questions from members.
Members thanked her and she left the meeting at 7.38p.m.
PCs Jones and Saul were also in attendance. They contributed to the
discussions between members and Helen Nixon, gave details of crimes
committed in the area over the recent past and answered questions. They
left the meeting at 7.45p.m.
05/19 APOLOGIES
Apologies had been received from Councillors Castledine and Varah.
Councillor Langford did not attend.
05/20 APPROVAL OF THE MINUTES
There were no amendments
The minutes were signed as a correct record.
05/21 MATTERS ARISING
1. 05/03(1) B Waller was disappointed that the boards were not yet
installed. She was continuing to pressure Simon Quarta into action.
2. 05/01 Chairman had been contacted by Councillor Varah and gave
details of the conversation.
3. 05/03(3) Gregory had included an article in The Informer related
to the need for volunteers to undertake the work currently carried out by
the Environment Action Group and Mrs. Sheila Pantry in particular.
4. 05/8 Gregory confirmed that the flowers had been delivered.
5. 05/10(6) Mosley had been contacted by Groundworks Creswell but
had heard nothing since.
6. Open Session 1 Gregory had been able to publish The Informer
earlier than normal.
7. 05/10(7) Mosley reported on the sub station sites and would let
the Clerk have his notes.
8. 05/10(19) Palmer gave information he had obtained on alternative
bank accounts.
9. 05/14 Chairman gave details of the hanging baskets now provided
and thanked all those concerned.

- undertaken all the duties placed on him at the last meeting

05/25 CORRESPONDENCE
Copies of correspondence received by the Clerk had been circulated with
the papers for the meeting.
1. Todwick Parish Bowling Club - Clubhouse Maintenance
Resolved to support in principle subject to agreeing material
costs.
2. RMBC - Centenary Bowls Competition
Mosley/Clerk had informed the Bowling Club of the revised date.
3. YLCA - Pointers to Good Practice
Chairman was studying the document in detail and would then pass on
to members.

The meeting was suspended at 8.35p.m.
OPEN SESSION
1. Mr. J Castledine - A57 Action Group
- Thanked members for allowing the inclusion of an item in the latest
edition of The Informer.
- Asked for the Council's support in objecting to the provision of a
subway as part of the Scheme. Residents of Goosecarr Lane and Hardwick
Lane would rather have no provision at all if a bridge were not to be
built.
- Had noted that drivers from outside the Parish were parking cars on
the verges on Goosecarr Lane. He had spoken with one individual and
hoped he had nipped the practice in the bud.

05/26 PLANNING APPLICATIONS
1. RB2005/0975
Single storey front extension to bungalow at 4 Osborne Road for I
Campbell.
Resolved to offer no objection.
2. RB2005/0996
Formation of pitched roof to existing flat roof extension at 19 Guildway
for Mr. and Mrs. Day.
Resolved to offer no objection.
3. Mosley reported on his discussions with the RMBC Planning
Enforcement Officer concerning the development being carried out by Mr.
Esberger.
Resolved that the Clerk write to RMBC
05/27 COMMITTEES
RECREATION
Mosley had received a complaint of rabbits causing problems at the
bowling green and asked whether treatment was available from any external
source.
L Waller recommended wire netting fencing buried to avoid being
undermined
7 PARISHES
Gregory reminded members of the meeting on 21 July when any member
of Council would be welcome to attend.
05/28 VILLAGE MAINTENANCE
Mosley reported on his activities as Village Maintenance Contractor
and problems he had identified in the performance of his duties.
05/29 HANGING BASKETS
There was nothing further to discuss.
05/30 NOTICE BOARD
There was nothing further to discuss.
05/31 HEALTH AND SAFETY AT WORK
There were no matters to discuss.
05/32 BANK ACCOUNTS
Clerk detailed why he was unhappy with the present interest being
received on the monies in account.
Chairman asked members to obtain as much information as possible
for comparative purposes.
05/33 URGENT ITEMS
1. Council instructed the Clerk to write to RMBC to ask that the proposed
subway be removed from the scheme and ask for the provision of a
footbridge.

2. Members discussed the hours of work and other matters concerning the
Village Maintenance Contract.
The Meeting Closed at 9.50 p.m.

p.m.
