Minutes of the meeting held in Todwick village hall at 7.30p.m.
on Tuesday 30th November 2004

04/83 APOLOGIES
Councillor L Waller had sent an apology. The police were unable to attend as were any representatives from the Junior Football Club.

04/84 APPROVAL OF THE MINUTES
1. 04/75 should read £100 not £50.
2. Clerk £100 had been paid.
The minutes were signed as a correct record with the above amendments.

04/85 MATTERS ARISING
1. 04/68(2)
B Waller had spoken again to Simon Quarta. Works were now promised for the following week. Separate street nameplates for The Pastures and Goosecarr Lane would also be fitted next week.
2. 04/72(4)
Gregory/Chairman had attended the Standards Board Visit and reported on relevant matters for members.
3. 04/80
Chairman had spoken to a contact at RMBC who had advised consideration of the "5 Step Programme to Risk Assessment".
4. 04/82(2)
Mosley had been advised by RMBC that it was necessary to contact Yorkshire Water.
5. 04/82(7)
Chairman had recommended the purchase of a Hewlett Packard lap top from Cole Brothers.

Mosley reported that extensive street cleaning and tidying of the recreation ground had been carried out both on the night of the bonfire and the following Sunday morning.

04/90 PLANNING APPLICATIONS
1. RB2004/2269
Installation of Dormer Windows and First Floor Balcony at Maple Lodge, 2 Kiveton Lane for Mr A Duckinfield
Resolved to offer no objection. The property was not in Todwick Parish.

2. RB2004/2279
Incorporation of larger mower store at Todwick Church Hall (amendment to R99/0120P) for the Rev D Bliss
Resolved to offer no objection

3. RB2004/2213
Conservatory at 13 Furnival Road for Mr Tompkin.
Resolved to offer no objection

The meeting was suspended at 8.30p.m.

OPEN SESSION
Mr J Castledine represented the A57 Action Group and discussed the Group's formal objection to RMBC concerning the standard of service provided by officers and members of that council in addition to the objections sent to Government Office at Leeds. Reference would be made to the Local Government Ombudsman if necessary.
He thanked Councillor Palmer for his help in researching the background for the objection sent to RMBC and to the Parish Council for its support.

04/91 COMMITTEES
1. Recreation
1. Mosley reported that the bonfire and fireworks display had been very successful. The PTA had not put the food on as arranged and this had been a cause of concern. A private company had put on an excellent facility at very late notice.
Resolved to thank Councillors Mosley and Palmer and Mr Tony Rusling for their efforts in making the event so successful.
2. Mosley reported on his discussions with representatives of the Junior Football Club.

2. Village Hall
Gregory reported on the successful Christmas Fair. The Committee had now appointed a temporary Secretary.

04/92 NOTICE BOARD
Gregory Derek Parkin would make the board if required and make no charge for his time. She would speak with Pat Wilson and Jim Tomkin concerning the information required for the parish walks leaflet. RMBC would publish the leaflets free of charge.

04/93 BUDGET 2004/5
Gregory asked when the fence at the children's playground was to be replaced.
Mosley/Langford would discuss further and consider obtaining estimates for the requisite works.

04/94 PARISH PLAN
Chairman reported on the balance remaining from the grant.

04/95 EMERGENCY PLAN
Chairman/Castledine had discussed this. Councillor Castledine was to begin preparation of the standard document. This would necessitate publishing individuals private telephone numbers and other details. Permission was required from those concerned.

04/96 A57 IMPROVEMENT SCHEME
Chairman there was nothing further to discuss.

04/97 HEALTH AND SAFETY AT WORK
Chairman was giving this his further consideration and would report to members at a later date.

04/98 COUNCILLOR SURGERIES
Castledine/Palmer would discuss this further after Christmas.

04/99 VILLAGE MAINTENANCE CONTRACT
Mosley reported on his activities as the Village Maintenance Contractor including general Cleaning up, removal of graffiti on the slide at the recreation ground, repair and painting of the millennium seat and repair/additional security of the cricket pavilion door.
He also reported on the latest situation regarding the provision of an additional dog litter bin.

04/100 URGENT ITEMS
1. Declaration of Interest
Palmer gave his interpretation of the situation particularly so far as membership of other organisations was concerned.

2. Local Cinema
Palmer had contacted SAGA Radio and subsequently obtained details from Phoenix Arts. He would determine whether the initiative might be supported by RMBC and have regard to the facilities available in the village.

3. Goosecarr Lane Hedge
Castledine reported on the problems associated with an overgrown hedge. Her husband had contacted RMBC Street Pride, who had served a notice and the hedge was cut some 2 days later.

4. Hanging Baskets
Palmer asked whether Council should consider beginning the process to ensure provision.
Resolved to consider at the January meeting.

The meeting closed at 9.50 p.m.

The next meeting will be held in Todwick village hall at 7.30 p.m.
