Minutes of the meeting held in Todwick Village Hall at 7.30 p.m.
on Tuesday 29th June 2004

04/17 APOLOGIES
There were no apologies.

04/18 APPROVAL OF THE MINUTES

Councillor L Waller did not attend the meeting but had sent an apology.

Councillor Gregory and not the Chairman had reported on the possible publication of a public rights of way leaflet.

The above amendments were made and the minutes signed as a correct record.

04/19 MATTERS ARISING
1.04/10(7)
Langford had obtained two quotations but RMBC had now spent two days working in the village and no further work was required at present.
2. 04/15
Gregory had spoken with Pat Wilson and arranged a meeting with the RMBC Public Rights of Way Officer at her home on the 7th July. Funding for the leaflet may be possible via the Tourism Initiative.

had undertaken all his duties as instructed. There were no outstanding matters.

the Internal Auditor had checked and approved the accounts and documents for financial year 2003/4 without making a charge. The external audit procedures were being complied with.

Clerk had sent a response
Chairman would discuss the possibility of a separate web site for the Parish Council rather than continuing the present system which was to include Council matters within the Todwick village site.

04/24 PLANNING APPLICATIONS
1. RB2004/1012
Single storey side extension at 6 De Houton Close for Mr Anderson
Resolved to offer no objection

2. RB2004/1024
Single storey rear extension at 23 Rectory Gardens for Mr A Hudson
Resolved to offer no objection

3. A57 Improvement Scheme
Chairman had responded to the consultation document received from RMBC.
Resolved that the Clerk write to the local RMBC Ward Members requesting details of their strategy for successfully bringing about the changes to the present application supported by the Parish Council.

04/25 COMMITTEES
There were no committee meetings to report or comments to make.

04/26 COUNCIL VACANCY
A secret ballot was held to consider the applications received concerning the two vacancies on the Council.
Resolved to co-opt John Palmer and Leslie Varah.
Clerk would inform the successful and unsuccessful applicants and RMBC. He would arrange the signing of the Declaration of Acceptance of Office, compliance with disclosure procedures and deliver copies of Council Standing Orders.

04/27 VILLAGE MAINTENANCE CONTRACT
Mosley
reported on his activities during the month including work at the allotments and recreation ground.

04/28 TODWICK ENVIRONMENTAL ACTION GROUP
Chairman
reported on recent activities including further planting, provision of an external water tap at the village hall and alteration to the planter fronting the pizza parlour.

04/29 VILLAGE APPRAISAL
Chairman
awaited information from David Mitchell. He would arrange a further meeting of the steering group once this had been received.

04/30 URGENT ITEMS
1. Bowling Club
B Waller had been approached about the possible provision of an automatic water sprinkling system.
Resolved that any request be made in writing to the Clerk.

2. Street Nameplates
B Waller had received complaints about the unsatisfactory location of that for The Pastures at the approach from Goosecarr Lane.
Clerk would ask RMBC to consider re-siting it. He would also report missing supplementary plates from streets which were not through roads.

3. Recreation Ground
B Waller had received a suggestion that a sign be erected at the football pavilion in an attempt to prevent cars being taken beyond it when a cricket match was being played.
Resolved not to provide a sign.

4. Road Gullies
B Waller reported blocked road gullies at The Meadows, The Pastures and Goosecarr Lane.
Clerk would report to RMBC.

5. Village Hall
B Waller was concerned about the condition of some of the windows and asked whether consideration might be given to their replacement.
Resolved that this be left to the discretion of the Management Committee.
Mosley it was intended that these be replaced as part of the proposed improvement scheme.

6. Emergency Planning
Chairman would complete the form presently in his possession. The Council had to prepare its own plan.

7. Health and Safety at Work
Chairman had received advice from the appropriate RMBC officer and would be studying the Government publications.

The meeting closed at 9.45 p.m.

The next meeting will be held in Todwick Village Hall at 7.30 p.m.
