02/152 APOLOGIES
Councillor Langford was unable to attend and had sent an apology.
02/153 APPROVAL OF THE MINUTES
There were no amendments.
The minutes were signed as a correct record.
02/154 MATTERS ARISING
1. 02/140(3)
Resolved that the Clerk ask Yorkshire Water to say what was intended for
the land once tipping and levelling were complete.
2. 02/144(1)
Resolved that the Clerk ask whether the Borough Council could add a timer
to the electricity supply such that the additional flood light was
switched off at 11.00 p.m..
3. 02/148
Mosley had heard nothing further. No reply had been received to the
Clerk's letter.
Resolved that the Clerk obtain a copy of his last letter to Wicksteed to
assist Councillor Mosley to further persue the matter.

02/156 CLERK'S REPORT
Clerk: -
had fully complied with his instructions at the last meeting
had circulated with the papers for the meeting details prepared as
instructed by the Chairman following their meeting to discuss hours of
work and gratuity to be paid on retirement.
The meeting was suspended at 7.30 p.m. To allow the Annual Parish
Assembly to be held.

02/158 CORRESPONDENCE
1. Rev D Bliss - Todwick Church Guide Book
Clerk the Guide was circulated at the meeting. It had been written by
Councillor Gregory.
Members thought it to be excellent.
2. Rev D Bliss - Thank You for Providing Community Skips
3. RMBC - Street Nameplates
Clerk replacement and repainting was to be undertaken.
4. Zurich Municipal - Insurance for Bonfire/Fireworks Event
Mosley this would be kept on file for consideration at the appropriate
time.
5. Paul Langford - Expression of interest in Council Vacancy
6. RMBC Chief Executive - Delay in Registering Nomination Papers.
Chairman explained the circumstances where nomination papers taken to RMBC
were not received on time by the Electoral Officer. The Chief Executive
had admitted the mistake and taken measures to ensure the error was not
repeated.
7. Harthill Parish Council - Seven Parishes Meeting.
Clerk the date of the meeting clashed with the June Council Meeting.
Resolved that the Clerk offer apologies on behalf of Councillors Gregory,
Mosley and himself.

11. Todwick Environment Action Group - Return of £500 Community Chest
Grant

Resolved
the Clerk explain to the Group and Mr Anderson the reasons for the
Council's decision.
the Council was very supportive and appreciative of the Group's work
the Council wished the Group every future success
02/159 PLANNING APPLICATIONS
1. RB2003/0392
Erection of 8 detached dwellings and garages at land off The Pastures for
Habbin Builders.
Resolved to object:-
there was nothing arranged to totally eradicate the drainage
problems which existed at the site
road access difficulties further exacerbated by the proposal to
build five new homes with accesses immediately opposite
2. RB2003/0395
Two storey side extension at Walls End for Mr P Ashcroft
Resolved to offer no objection.
3. RB2003/0440
Erection of 5 terraced dwelling houses at land adjacent 3 The Pastures for
Hillside Developments
Resolved to object because of the increased access onto The Pastures at a
location were there were already serious road safety problems due to
accessing arrangements for the village school.
Chairman was aware that the school was to object because of problems that
would inevitably be experienced because of the properties proximity to the
school.
Mosley had been approached by the builder who sought approval to gain
access to the site via the driveway to the village hall. A sum of £500
had been offered.
Clerk thought the driveway to be of inadequate construction for use by
lorries. There would inevitably be some damage to the drive and to the
drainage system beneath. It was inevitable that mud would be deposited on
the drive and on Kiveton Lane.
Resolved that the Clerk write to the village hall committee expressing
it's objection to any such use.
4. RB2003/0519
Extension to form dormer bungalow and conversion of existing bungalow into
accommodation for dependent relative at 95 Kiveton Lane for Mr Bleasdale.
Resolved to consider further once detailed plans were to hand.
02/160 COMMITTEES
There were no matters to discuss.
02/161 VILLAGE MAINTENANCE CONTRACT
Mosley as the Village Maintenance Contractor reported on his activities
during the month.
L Waller expressed pleasure in the work carried out and in particular to
tidying the allotment site.
Mosley had obtained some anti - vandal paint.
Resolved that the anti - vandal paint be applied to the perimeter of the
roofs to both the youth shelter and the football pavilion.
02/162 TODWICK ENVIRONMENTAL ACTION GROUP
There were no matters to discuss.
02/163 VILLAGE APPRAISAL
Chairman had no further progress to report.
02/164 URGENT ITEMS
1. Goosecarr Lane Public Right of Way
Mosley asked whom was responsible for maintaining the fence bounding the
public right of way off Goosecarr Lane.
Clerk confirmed it to be the responsibility of the relative landowner and
not the Borough Council.
L Waller knew that in the past the land had been owned by the owner of
Bleak House.
2. Container at the Cricket Club
Mosley asked whether the Cricket Club had sought permission to place a
large container on the recreation ground close to the pavilion.
Chairman had given permission verbally.
3. Inter Parish Fishing Competition.
B Waller had received a request that the Parish Council support a team of
retired parishioners to enter the Seven Parishes Fishing Competition.
Resolved to donate £30.
Councillor Rusling had not sought re-election to the Parish Council.
Members and the Clerk thanked him wholeheartedly for his contribution over
the last years and wished him future health, happiness and success.
The meeting closed at 10.00 p.m.

at 7.30 p.m. on Tuesday 27th. May 2003.
