Biodiesel: domestic production: health and safety warning   UK
www.hse.gov.uk/pubns/biodiesel.htm

The UK Health and Safety Executive (HSE) information on biodiesel that is a relatively new synthetic fuel made from vegetable oils, and its domestic production raises serious health and safety concerns. The information on the website describes some of the hazards and contains advice from HSE that biodiesel should not be produced at home. Biodiesel is produced commercially and can be bought from some petrol stations. However there are 'recipes' available on the internet for the domestic production of biodiesel. These usually involve mixing methanol with sodium hydroxide (also known as caustic soda or lye), and pouring the resulting mixture into vegetable oil. Home production raises serious health and safety concerns, as it involves hazardous chemicals and the risk of fire and explosion. Making biodiesel is a potentially hazardous process that should only be carried out in controlled conditions by people with the proper training and experience. At the very least a poorly made product could seriously damage a vehicle engine. Bullying   UK
www.hse.gov.uk/research/hsl_pdf/2006/hsl0630.pdf

Health and Safety Executive (HSE) in the UK reminds employers to step up procedures to tackle the growing problem of bullying in the workplace. Bullying costs employers 80 million working days and up to £2 billion in lost revenue every year. Nearly half a million people in Britain experience work-related stress at a level they believe is making them ill and the financial costs to society are estimated at £3.8 billion a year. The Health and Safety Laboratory report Bullying at work: a review of the literature discusses definitions of bullying at work, and highlights and reviews current publications and research in the area of bullying at work. Bullying is a big contributor to work related stress that affects one in six people in Britain (source: The Psychosocial Working Conditions (PWC) survey). Bullying is a form of organisational violence and if not dealt with properly is a potential source of work-related stress (WRS) and can take many different forms, from actual physical violence and threats of violence - to name calling, sarcasm and teasing. Employers should review whether they are doing enough to secure the well being of their employees and the effective performance of their business. HSE's Management Standards for Work-Related Stress represent a widely adopted, practical and usable approach to taking the necessary steps to manage stress and improve well-being in the workplace. It is important that a dialogue between employers and employees is setup to find a way to manage this growing problem. HSE's Stress Management Standards apply to six aspects of work design that research has shown as potential stressors: control; demands; support; relationships, role and change. The Relationships standard covers bullying. The Management Standards, guidance and comprehensive supporting toolkit are available, free of charge, from the HSE website www.hse.gov.uk/stress/standards.

Control banding   USA
www.cdc.gov/niosh/topics/ctrlbanding

National Institute for Occupational Health and Safety NIOSH Control Banding Topic Page. The purpose, elements, current and potential applications, and other features of control banding are described. Control banding is a process in which a single control technology (such as general ventilation or containment) is applied to one range or band of exposures to a chemical (such as exposures in the range of 1-10 milligrams per cubic meter of air) that falls within a given hazard group (such as skin and eye irritants or severely irritating and corrosive materials). The most developed model for control banding has been established by the Health and Safety Executive (HSE) of the United Kingdom. NIOSH is currently evaluating its utility for the United States. Disaster Site Management: Guidance for Supervisors   USA
www.cdc.gov/niosh/emhaz2.html

US National Institute for Occupational Safety and Health NIOSH suggested Guidance for supervisors at Disaster Rescue Sites. Disaster sites pose a multitude of health and safety concerns. The hazards and exposures are a function of the unstable nature of the site, the potential of hazardous substances being present and the type of work being performed. An accurate assessment of all hazards may not be possible because they may not be immediately obvious or identifiable. Rescue personnel may be selecting protective measures based on limited information. In addition to the hazards of direct exposure, workers are also subject to dangers posed by the unstable physical environment, the stress of working in protective clothing, and the emotional trauma of the situation.

The Health and Safety Executive (HSE) Health Directorate has published a contract research report on emfs in the workplace: Assessment and management of the exposure of workers to electromagnetic fields in the workplace' by Microwave Consultants Ltd. Contract Research Report CRR 226/1999. This addresses the application of the National Radiological Protect Board guidelines in the workplace. HSE expects employers to prevent established adverse health effects from exposure to EMFs occurring by complying with the NRPB guidelines. In the light of advice from NRPB and international bodies that there is no firm evidence of long-term health risks HSE does not consider it appropriate to recommend further restrictions or protection measures against low-level EMF exposures. There are a number of documents (referenced also on the NRPB web site) which give further information.

Electromagnetic Fields (EMFs)    UK
www.hpa.org.uk/radiation

The UK Health Protection Agency web site gives details of a number of guidelines and statements, see details below. There are, however, reports which allege that there is a link between exposure to EMFs and other long-term adverse effects on health. Despite any clear scientific evidence of harm, concern continues to grow. In order to respond to the growing concern, the Health Protection Agency, which has a statutory responsibility to provide scientific advice to government on radiation matters, set up an Advisory Group chaired by a leading epidemiologist Sir Richard Doll. They published a review of the literature, (and two supplementary reviews) in which the Group concluded that the evidence did not support the view that electromagnetic fields are a cause of cancer. A further review of extremely low frequency electromagnetic fields and the risk of cancer has recently been published (2002). This concluded that the power frequency electromagnetic fields that exist in the vast majority of homes are not a cause of cancer in general. However, some epidemiological studies do indicate a possible small risk of childhood leukaemia associated with exposure to unusually high levels of power frequency magnetic fields.

Electromagnetic Fields (EMFs)   WORLD
www.who.int/peh-emf/en

The World Health Organisation (WHO) Globalisation of trade and the rapidly expanding use of electrical devices have focused attention on the large differences existing in standards limiting exposure to electromagnetic fields (EMFs). Disparities in EMF standards around the world have arisen from different interpretations of the scientific data that underlie all of the standards and from different philosophies for public health standards development. Differences in EMF exposure guidelines might also reflect, in part, deficiencies in communications among scientists between different regions. Large disparities in international guidelines can increase public anxiety about increasing EMF exposures from the introduction of new technologies. This web site contains details of the International EMF Project, The EMF Research Database, health topics, research tools, standards, publications and other information sources. In November 1998, WHO commenced a process of harmonization of EMF standards worldwide. Over 54 countries and 8 international organizations are involved in the International EMF Project.

Environment: Life cycle   BELGIUM
http://lct.jrc.ec.europa.eu/index_jrc

European Commission Joint Research Council Institute for Environmental and Sustainability website includes Life Cycle Thinking (LCT) designed to help businesses and consumers assess the environmental impact of products and service and seeks to identify possible improvements to goods and services in the form of lower environmental impacts and reduced use of resources across all life cycle stages. This begins with raw material extraction and conversion, then manufacture and distribution, through to use and/or consumption. It ends with re-use, recycling of materials, energy recovery and ultimate disposal. The key aim of Life Cycle Thinking is to avoid burden shifting. This means minimising impacts at one stage of the life cycle, or in a geographic region, or in a particular impact category, while helping to avoid increases elsewhere. For example, saving energy during the use phase of a product, while not increasing the amount of material needed to provide it.

EMMA's new innovative technology leads you through complex decisions to tailor your plans to meet specific project needs by considering the physical and chemical characteristics of the sampling site and target analytes, desired data quality, available budget, your objectives, and the consequences of making wrong decisions based on the data you will obtain. To do this EMMA combines decision criteria based on systematic planning (including all elements of EPA's Data Quality Objective (DQO) process), your specific project needs, and methods information from the new National Environmental Methods Index (NEMI). It also incorporates the latest information from EPA's new Triad Approach and EPA's new Performance and Acceptance Criteria (PAC) Process. EMMA consists of three modules, each based on a group of interactive decision criteria. It helps you to consider, and answer, all critical questions for project planning so that you will have a plan that guarantees that you will get the right data on time the first time with no unpleasant surprises at the end.
