leads you through complex decisions to tailor your plans to meet
specific project needs by considering the physical and chemical
characteristics of the sampling site and target analytes, desired data
quality, available budget, your objectives, and the consequences of
making wrong decisions based on the data you will obtain. To do this
EMMA combines decision criteria based on systematic planning (including
all elements of EPA's Data Quality Objective (DQO) process), your
specific project needs, and methods information from the new National
Environmental Methods Index (NEMI). It also incorporates the latest
information from EPA's new Triad Approach and EPA's new Performance and
Acceptance Criteria (PAC) Process. EMMA consists of three modules, each
based on a group of interactive decision criteria. It helps you to
consider, and answer, all critical questions for project planning so
that you will have a plan that guarantees that you will get the right
data on time the first time with no unpleasant surprises at the end.

Control banding is a process in which a single control technology (such

of exposures to a chemical (such as exposures in the range of 1-10
milligrams per cubic meter of air) that falls within a given hazard
group (such as skin and eye irritants or severely irritating and
corrosive materials). The most developed model for control banding has
been established by the Health
and Safety Executive (HSE) of the United Kingdom. NIOSH is currently
evaluating its utility for the United States. See also OSHWORLD Focus

Sites USA
www.cdc.gov/niosh/emhaz2.html
US National Institute for Occupational Safety and Health NIOSH suggested
Guidance for supervisors at Disaster Rescue Sites. Disaster sites pose a
multitude of health and safety concerns. The hazards and exposures are a
function of the unstable nature of the site, the potential of hazardous
substances being present and the type of work being performed. An
accurate assessment of all hazards may not be possible because they may
not be immediately obvious or identifiable. Rescue personnel may be
selecting protective measures based on limited information. In addition
to the hazards of direct exposure, workers are also subject to dangers
posed by the unstable physical environment, the stress of working in
protective clothing, and the emotional trauma of the situation.

asbestosis, byssinosis and other pneumoconioses are present. Up-to-date
data on newly described diseases such as bronchiolitis obliterans due to
occupational exposure to popcorn flavorings are prominently displayed. A
site for reporting of newly suspected cases of occupational lung disease
is present.

nanotechnology pages. The past decade has seen intense interest in
developing technologies based on the unique behaviour of nanometer-scale
(nanoscale) structures, devices and systems, leading to the rapidly
expanding and highly diverse field of nanotechnology. Nanotechnology is
somewhat loosely defined, although in general terms it covers engineered
structures, devices and systems that have a length scale of 1 - 100
nanometers. Workers within nanotechnology-related industries have
the potential to be exposed to uniquely engineered materials with novel
sizes, shapes and physical and chemical properties, at levels far
exceeding ambient concentrations. To understand the impact of these
exposures on health, and how best to devise appropriate exposure
monitoring and control strategies, much research is still needed. Until
a clearer picture emerges, the limited evidence available would suggest
caution when potential exposures to nanoparticles may occur. The
web pages give links, resources, guidance and advice.

NIOSH Welding and Manganese: Potential Neurologic
Effects USA
www.cdc.gov/niosh/topics/welding
US National Institute for Occupational Safety and Health NIOSH welding
and manganese topic page gives advice and guidance to those worker with
welding fumes that are composed of metals and most fumes contain a small
percentage of manganese. There is a concern by workers, employers, and
health professionals about potential neurological effects associated
with exposure to manganese in welding fumes. NIOSH has been conducting
research and reviewing the published scientific literature to assess
this problem. Manganese is an essential nutrient. A healthy person with
normal liver and kidney function can excrete excess dietary manganese.
Inhaled manganese is of greater concern because it bypasses the body's
normal defense mechanisms. This can lead to manganese accumulation and
adverse health effects including damage to the lungs, liver, kidney and
central nervous system. Male workers exposed to manganese also have a
higher risk of fertility problems. Prolonged exposure to high manganese
concentrations (>1 mg/m³) in air may lead to a Parkinsonian syndrome
known as "manganism". Chronic exposure to the
manganese-containing pesticide, maneb, is also reported to cause
Parkinson-like symptoms. Parkinson-like symptoms may include tremors,
slowness of movement, muscle rigidity, and poor balance. Recent studies
indicate neurological and neurobehavioral deficits may occur when
workers are exposed to low levels of manganese (<0.2 mg/m³) in
welding fumes. These effects include changes in mood and short-term
memory, altered reaction time, and reduced hand-eye coordination.

Noise and Hearing Conservation USA
www.osha.gov/SLTC/noisehearingconservation/index.html
Occupational Safety and Health Administration web page designed to help
prevent occupational hearing loss. The Noise and Hearing Conservation
eTool is a joint product of OSHA's Alliance with the National Hearing
Conservation Association. This new tool offers practical information to
help eliminate hearing loss for millions of workers who are exposed to
high noise levels on the job. Noise is one of the most common health
problems in American workplaces. The National Institute for Occupational
Safety and Health (NIOSH) estimates that 30 million workers in the U.S.
are exposed to hazardous noise. Exposure to high levels of noise may
cause hearing loss, create physical and psychological stress, reduce
productivity, interfere with communication, and contribute to accidents
and injuries by making it difficult to hear warning signals. The eTool
features information on what is considered occupational noise and its
potential health affects. It also provides detailed guidance on how to
properly evaluate noise exposure and what constitutes an effective
hearing conservation program. The site also references OSHA noise
exposure standards and employer responsibilities. OSHA requires
employers to determine if workers are exposed to excessive noise in the
workplace. If so, the employers must implement feasible engineering or
administrative controls to eliminate or reduce hazardous levels of
noise. Where controls are not sufficient, employers must implement an
effective hearing conservation program.
